Ada County Initial Review Process for Final Plats

Introduction

The purpose of this project is to show the step-by-step procedures used by the Survey Technicians in the Ada County Surveyor’s office to perform an Initial Review of a Final Plat, prior to the review by the County Surveyor. 

The Ada County Surveyor’s office has presented an annual two-day seminar on plat preparation and platting law changes to the licensed Land Surveyors and other plat preparation technicians in the area since 1993.  In 2006, with the retirement of John Priester, who was the County Engineer/Surveyor for 18 years, the County Engineer/Surveyor position was split into two separate divisions.  David Couch stepped up to take the Ada County Surveyor position, and Jim Farrens was selected as the Ada County Engineer.  Recently, Jerry Hastings was selected as the Ada County Surveyor.

The initial workshop handbook was put together from a few Xerox copies of the specific sections from Idaho Code, and was primarily intended for the Land Surveyor, who is in responsible charge of the final plat.

We realize that often the final plat is prepared by project managers, drafters and technicians who are often made responsible for the preparation of the final plats by the land surveyors who are in charge of the firms survey departments.  While many of the local drafters and technicians attend the annual seminars, most of the discussions at these seminars are intended for the surveyor, who has the ultimate responsibility for the preparation and review of the final plat under Idaho Code.  Unless the surveyors spend a lot of their valuable time training these drafters and technicians up front, they spend even more time reviewing, and then re-reviewing the plats prior to submitting them to the different approving agencies, including this department.

It is our intention to show the steps that go into our review, and to some degree explain what we are looking for.  It is hoped that by showing how we do an initial check on the plats, it will be possible for the drafters, technicians and project managers to assist the Surveyors by both decreasing the amount of time the Surveyor has to spend on their own review, and by making our review faster because of fewer comments.

  In 2005, we introduced a web-based workbook that includes most of the information presented from the workbook as it has evolved over the last 12 years, and have tried to simplify it and give a better representation of some of the key problems in a review to the technicians and drafters.  This workbook was updated in 2007 to include condominiums, for which the submittals to the County Surveyor have increased dramatically in the last two years.  We also hope that using this format makes it easier for the technicians and drafters to find the information they need.  Hyperlinks allow access to related information and examples, and we have included examples and comments for some of the common issues.  We would like to start a FAQ sheet regarding the comments that we send out, so if you have a question or comment that you feel would help the public using this resource, drop us a note using the link below.

Some users may experience problems trying to print examples from this document.  The best solution is to print using landscape orientation.

The information presented in this document is derived from the annual Ada County Plat Preparation Workshop, Idaho State Code and IDAPA Administration Code.  It is possible that the legislature may change the wording at any time, of the Code references included here.  If there is any question, go to the State of Idaho Statutes web site for current information.
