EXPLANATION OF ADA COUNTY PLAT REVIEW LOG
DEFINING THE COLUMNS IN THE SPREADSHEET
THE FINAL PLAT REVIEW PROGRESS LOG IS DIVIDED INTO FIVE PARTS:
- Plat Data
Lists the surveying, engineering firm preparing the plat.
Lists the subdivision name of the plat, with number of lots, where it is located (can be any of the six cities or the county when listed with an number followed by an S), and the date the final plat is logged in.
- Tech Review
Lists that the initial or tech review has been started and by which staff member.
Lists an initial score for the plat based on the plat checklist point system.
- PLS Review
Lists that the professional or final review of the plat has been started and by which staff surveyor.
Lists when the County Surveyor has completed the final review.
- Surveyor
Lists the date that the plat surveyor is called and the plat is set up front for pickup.(Out to the Surveyor) Also, see definition of BACKLOG below.
Lists when the plat has come back from the plat surveyor to the County with corrections made to the plat. (Back in Corrected)

Lists the date when the plat was signed by the Ada County Surveyor.
The Final Plat Review Log was created to track subdivision plats, internally, by the County Surveyors Office, which is part of the Engineering Division of Ada County Development Services Department, at the Ada County Courthouse, in Boise, Idaho. The file is a shared MS Excel file linked to the MS Access database used for logging and tracking plats. The file is posted daily to the Ada County Surveyors website for any purposes that the surveying community and the public might have, who are interested in the platting process.

REVIEW OF FINAL SUBDIVISION PLAT
PURPOSE OF LOG:
The purpose of the plat review log is to keep track of the final subdivision plats submitted to the County Surveyor for the Idaho State Code review of the "original mylars". Mylars are the reproducible sheets of the subdivision plat that are made of a plastic, transparent material for displaying the lot configuration and the signatures of the agencies. (The terms "mylar" and "plat" are often used to mean the same thing. "Mylar" is the material and "plat" is the item) The log will track where the plats are in the process. The log is a simple MS Excel file, setup in the shared mode. The log is setup so that all our division personnel can make entries at the same time, from their work station when working on the plat, at the various phases of the review process. The log will allow the interested parties and the public to view the log with a web browser and the MS Excel software, and know where the plat is in the process.
Note: The County Surveyor review of the final plat has nothing to do with the planning and zoning review or final plat application process for the County plats.
PLATS LOGGED IN:
Final plat mylars are submitted and logged into the database (MS Access) at the front desk of Ada County Development Services, including current deeds, one or two sets of bluelines, a final street name evaluation sheet, and the appropriate fees. Any other data that might be pertinent is also submitted at this time, such as a recent recording for Corner Records. The plats are received in the County Surveyors Office and put in the plat box by chronological order. A blueline copy of the plat is given to the Assessors staff for correct ownership review and, if the plat is a County plat, the second set of bluelines is given to the assigned County planner.
BACKLOG:
For purposes of defining backlog, backlog will mean the difference between the date logged into the County Surveyor's Office and the date the plat is sent out to the plat surveyor for corrections. This is the time the County Surveyor's Office is working on the plat and has control of the plat.
STAFF REVIEW PROCESS:
- Tech Review:
The first part of the process involves an initial review called a tech review. One of the two survey technicians conduct the initial review which involves lot closures of each lot and all the items on the checksheet. The Assessors ownership report is reviewed for comments. A preliminary comment sheet is prepared and an initial score is made of the comments. The plat mylars are scanned by the full size scanner to make copies for field inspections sheets.
- Final Review:
The final review is made by one of the two professional land surveyors on staff. A comment sheet is prepared to be sent to the plat surveyor including comments from the Assessors staff. On county plats, the planner will sometimes make comments at this point as part of our the comment list.
- County Surveyor Review:
The County Surveyor will review the comment sheets for additions or corrections and are returned to the staff surveyor. The plat surveyor is then contacted to pickup the comment sheets and mylars for corrections.(By State Board of Registration rules, the licensed staff surveyors are required to contact the plat surveyors directly, when reviewing the work of another professional surveyor)
- Out to Plat Surveyor:
The plat surveyor (surveyor who prepared the plat and is in responsible charge of the plat) picks up the plat for corrections. The plat surveyor then returns the plat, to the County, after corrections are made. Sometimes all the issues and corrections are not resolved or change and more corrections are required to the plat.
- Field Check:
The field checks (inspection of the lot and boundary corners) are typically coordinated at this time depending on the construction schedule of the subdivision project. One of the county surveyor's staff will inspect the monuments in the field for compliance with state code and for agreement with what is shown on the plat. (County plats must also comply with sections of the County Code pertaining to field inspections of monuments.)
- Corrections and Signing:
The plat surveyor will return the plat to the County with the corrections having been made and the comments addressed. If all comments have been addressed and the field inspection is completed, the plat can be signed by the County Surveyor. When the plat is signed, blueline copies are made for the file. The plat surveyor is then contacted by phone that the plat mylars are signed and ready for him or her to pickup at the County. If it is a County plat, it will go to the assigned planner to take to the Board of County Commissioners to sign. The planner will then contact the owner after the Commissioners signature to pick up the plat mylars.
FOLLOWING SIGNING THE PLAT:
After the plat is signed by the County Surveyor, the plat surveyor or the owner will take the plat mylars to the Assessors staff for parcel numbers. After the parcel numbers are issued for the plat, the plat is taken to the Treasurers office for payment of taxes and signature. The plat is then taken to the Recorders for recording of the plat. Duplicates of the plat are made before final recording.
Note: If the ownership is not correct at the time of recording, an additional "Amended" plat, with all the signatures, will be required to be filed to correct the ownership.
